Starting in November 2016, the Environmental Protection Agency (EPA) conducted an information collection request (ICR) for the oil and gas industry. EPA solicited this information collection with two surveys, under the authority of Clean Air Act section 114, from onshore oil and gas production facilities (under Part 1) and a more detailed survey for a number of facilities within the onshore production, gathering and boosting, gas processing, compression, transmission pipeline, underground storage, liquefied natural gas (LNG) storage and LNG import/export segments of the oil and gas industry (for Part 2). EPA contracted with RTI International (Contract No. EP-D-11-084) to help collect the information.
These surveys were sent to oil and gas owners/operators in the following the North American Industry Classification System (NAICS) codes: 211111, 211112, and 486210.
This ICR had two parts. Part 1 collected corporate and operator-level contact information as well as counts for equipment (e.g. wells, tanks, and compressors) at each facility owned or operated by that operator. Part 2 collected detailed unit-specific information on emission sources at selected facilities as well as information on emission controls or management practices used to reduce emissions at the selected facilities.
